摘要

本文聚焦全球不确定性加剧背景下中国对外直接投资高质量发展问题，系统梳理我国对外直接投资的发展现状，深入剖析单边政策频繁波动、国际投资规则体系碎片化等多重不确定性约束，厘清我国对外直接投资面临的现实挑战。在此基础上，以“构建确定性开放制度对冲不确定性外部环境”为核心逻辑，系统阐释制度型开放对冲外部不确定性的内在机理，构建覆盖投资全周期的闭环式风险对冲机制，并依托单边、双边、区域、全球多层级制度型开放实践，提出推动我国对外直接投资稳健高质量发展的系统性解决方案与配套政策建议。

Abstract

This paper focuses on the high-quality development of China's outward foreign direct investment （OFDI） amid rising global uncertainty. It systematically reviews the current state of China's OFDI and conducts an in-depth analysis of multiple constraints stemming from uncertainties， such as frequent fluctuations in unilateral policies and the fragmentation of the international investment rules regime， so as to clarify the practical challenges confronting China's OFDI. On this basis， guided by the core logic of “establishing a framework of certainty to hedge against an uncertain external environment”， this paper systematically elucidates the intrinsic mechanisms through which institutional opening-up hedges against external uncertainties. It constructs a closed-loop risk-hedging mechanism covering the entire investment lifecycle. Drawing on multilevel practices of institutional opening-up at unilateral， bilateral， regional and global levels， the paper puts forward systematic solutions and supporting policy recommendations to foster the steady and high-quality development of China's OFDI.
